Yes this is correct

The hub is just a method for app's to share the xpl port. i.e. as they use
the same ip.

A device would always have it's own ip, so never has to share a port

A device attached to devcom falls into the second category (though it
doesn't actually have an ip or use a port in reality), and devcom falls
into
the first category
