Hi,

Are you sure that the CM12 service can access the serial port the CM12 is
plugged into?
If not, I would not expect the service to start.

It is possible that some other application has the port open, i.e. modem,
mouse (I have had this a few times where MS thinks it has auto detected a
mouse and loaded a driver thus blocking this port). The original software
that came with your CM12 etc etc.
