Is the requirement to support duplicates defined in the message schema?
I think to would be a good idea to prohibit it unless it is clearly
defined by the schema.  For instance in the example I gave it would
clearly be very ambiguous for a developer field in an x10.basic xpl-cmnd
message to include a 'command' entry.

I think the constaint that developer fields should never repeat schema
defined fields should be made explicit.
