xPLHal runs as a service, so any processes that it launches won't be
visible to the logged on user.
However, if you want to change this behaviour, go into Control Panel ->
Administrative Tools -> Services.
Right-click on xPLHal service and hit Properties.
Click the Logon tab.
Make sure the service is set to logon as local system account, and tick
the "Allow service to interact with desktop" checkbox.
Click OK, then restart the xPLHal service.
Now, if you fire Notepad from a determinator, you should see it appear.
HTH,
John
