The filter doesn't filter the contents of target=, it's the source= it
filters

So if target=* and filter is xpl-cmnd.tonyt.tts.*.tts.basic

Then only tts.basic xpl-cmnd messages _from_ tonyt-tts.* will be allowed
thru
