There are some libraries available to help with xpl-enabling applications.

If you are coding in C++, take a look at the xplCppLib on my site
www.lansell.org/mal/ha/ha_downloads.shtml

If you are a Visual Basic fan, try Tony's site http://www.xplhal.com/

Your image processing application would simply need to send an xPL trigger
message when it had decided that the lights need to come on or turn off.
You would then add a script to xplHal to watch for those triggers and send
the appropriate X10 command to the CM12.

As for not seeing the devices, have you checked that the messages are not
being blocked by a firewall?
