As others have already stated, xPLHal's built-in hub is enabled by default.

The xPLHal service must be running, otherwise you wouldn't be able to
connect with xPLHal Manager.

If even xPLHal itself isn't listed as an xPL device, I would suspect a
networking problem.
Does he have a network card in his PC?

If he does, it's worth checking any firewall settings as Kevin suggests.

If he doesn't, he may need to change the xPL broadcast address to the
loopback address - I can post further details on this once we know whether
he has a network card or not.
