Time based conditions in Determinators

Hi,
I can't seem to get a condition in my determinator which is based on a
time comparison to every fire.
The condition is simply
Compare Time
Equal To
22:30
but it never fires at 2230.
Just wondering if there's a gotcha somewhere that I don't know about ?
