The xPL protocol specification has a section about the operation of hubs
(available on www.xplproject.org.uk).

The easiest way to determine whether a hub is running is to try and bind to
UDP
port 3865.
If the bind fails, a hub is running.
If the bind succeeds, there is no hub running.

Once you have determined that a hub is running, just send out an xPL
heartbeat
message (hbeat.app or config.app) containing the dynamic port number you
are
listening on, and the hub will pick this up.
