xplphone problem

just tried to install xplphone &amp; i got

run-time error 429
activex component cannot create object

i got this before trying to install xpltts &amp; gave up on that
because i
was told i need sapi 5.1 (but i need an older version for another app
i'm running)

i have xplhal up &amp; running &amp; talking to my rio's so i know
i have the
core xpl stuff running.

any suggestions?
