You need to use <a href="http://myip:48000";>http://myip:48000</a> on mine I have
myip as the ip address in
my case <a href="http://192.168.1.100:48000";>http://192.168.1.100:48000</a>

The rio client acts as a webserver so it's waiting for the Rio to request a
web document (in this case a wav file of the words to speak) from it. So
that looks fine.

Make sure the message is directed at the xPL rio i.e.
target=tonyt-rio.your_rio_instance The rio only responds to messages
directed staright at it and not target=*

xPL_TTS is just a straight TTS application for the PC and doesn't use the
rio or rioTTS. When it receives a TTS.BASIC command it should just speak
the words. The bottom box on the VB6 app should show the last message
spoken.
