No. If you double click on the TONYT-RIO device in xplhal manager it will
bring up the configuration items. In the list is a location to input a
speech source (not sure what the config item is but something like speech).
You need to put in the ip of the computer and port number as above example
of where the xpl_RioTTS is running. The port number is shown on the
xPL_RioTTS app. You will also need some voices install on the PC where
RioTTS is running usually Microsoft voices pack or AT&amp;T natural
voices.

Then to get it to announce you need to send an xpl message like

xpl-cmnd
{
hop=1
source=xpl-xplhal.mypc
target=tonyt-rio.your rio name
}
TTS.BASIC
{
Speech=Text to speak
}
