Havent had time to write a how-to I'm afraid.

You need xpl_riotts, this acts as the tts server for rio's (though you can
also use pre-recorded wav's via a web server)

As I'm not sure how far you've got here are a few points:
Need to configure the rio with the xpl(hal) manager app
The rio needs to be told the address of the tts server (e.g.
<a href="http://192.168.1.50:4000";>http://192.168.1.50:4000</a>)
