Can I just check a few things:

I'm guessing you already had a working xPLHal installed on this PC
previously,
and you were just doing an update to the latest version?

If so, did you download the update version of xPLHal (i.e. not the full
installer package)?
And did you follow the instructions on xplproject.org.uk, i.e. stop the
service,
copy over the new files from the ZIP file, then start the service again.
