I'd say Nah...

xPL was always intended as your fluffy garage built endeavour (although
the level of activity here of late is dizzying!) and most (all?) of the
current developers are hobbyists.

How about:

If someone else has a reasonable reason for wanting a vendor ID that has
already been issued, we ask the original vendor if they still intend to
use it, and if there's a conflict, sort it out in a sensible way then?
Agree a period to have something released before the name
"lapses"?

Maybe we should install a policy: the requested VendorID will be
invalidated if no xpl app is released one month after the request was
made :-)
