You could try the following:
Create a new determinator.
Leave the conditions page empty.
On the actions page, click Add.
Select your VFD (or whatever you want to display the time on) and select
the
option to display a message.

In the "Message to display" box, type:
{SYS::TIME}

(must be in caps)
Set the delay to whatever you want and click OK.
Complete the new determinator wizard to create your determinator.

To test it, right-click on it and select Execute Now - you should see the
current time appear on your VFD.

Next, you want to fire that determinator on a regular basis, lets say every
15
minutes for our example:

Right-click on Events and select New Event.
On the Welcome screen, click Next.
Enter a name for the event, and click Next.
Select "Repeating event" and click Next.
Now select "Execute a determinator" and select the determinator
you just created
from the list.
Click Next.
Click the "All day" button, which will set the start and end
times for you.
Set the interval to 15 minutes.
Click Next.
Leave the randomisation at 0 and click Next.
Leave all the tick boxes checked so that the event executes every day, and
click
Next.
Finally, click Finish.

And that's it... your VFD will now show the time every 15 minutes.
