Actually the easiest thing to do is
Stop old devcom
Copy in new devcom
Restart (or stop/start) xplhal service
Start new devcom

And it will sort itself out (if it doesn't, update to latest xplhal)

This method means it will keep all the existing settings, but make comport
available again, since the vendor file will be rewritten with the new
settings
