Config details don't tell xplhal the current values of the config items,
just what they are and how many (e.g. interval is a single item, filters
might be 16 or 20 or whatever)
The device tells xplhal what it's current values are
When xplhal has sent a config, it requests to know the current values again
as the device may not have accepted all of the items sent.
E.g. an application is asked to use com port 8, but it only accepts 1 to 4.
