In practical use you cannot override message order, since the messages are
processed on a first come first served basis, not queued within the
app/device.

An alert=Y in the message would just signify that the app/device do
something (if it supports alert=y) to highlight the message.

Even a message with alert=Y must be _ignored_ if the display device is in
exclusive mode (and the alert= message isn't from the locking source).
