xAP/BSC Simulator required

Hi,
I have a developer that is doing some PC code to interface to BSC devices
but he has no hardware to test against.
At this stage it will be purely ON/OFF control at the endpoints.
Is there a BSC simulator available.
I need something that he can use to simulate general xAP/BSC messages.
- Heart beats.
- Cmds
- Querys
- Events
- Info
