previously explored policies for system level operation of a XAP
environment and did not come up with much of anything that had already been
adopted. The attached is an inproces raft that attempts to
describe a distibuted system that is modeled after the Homeseer Device and
Event abstraction. While Homeseer is a natural member of
the environment it is not required. The selection of the Homeseer
abstraction is to take advantage of the functionality of existing and
future Homeseer Plugins which each operate independently as a multitude of
nodes on the XAP network. This document is being introduced to obtain
feedback, trigger some memory of existing work that may be applied, and in
general stimulate a discussion of system level policies for the XAP
