previously explored policies for system level operation of a XAP
environment and did not come up with much of anything that had already been
adopted.&nbsp; The attached is an inproces raft that attempts to
describe a distibuted system that is modeled after the Homeseer Device and
Event abstraction.&nbsp; While Homeseer&nbsp;is a natural member of
the environment it is not required.&nbsp; The selection of the Homeseer
abstraction is to take advantage of the functionality of existing and
future Homeseer Plugins which each operate independently as a multitude of
nodes on the XAP network. This document is being introduced to obtain
feedback, trigger some memory of existing work that may be applied, and in
general stimulate a discussion of system level policies for the XAP
