ntsvc.ocx error Windows 7

When trying to start xap Blue or xap Speech, receive the error: "
Component ntsvc.ocx or one of its dependencies not correctly registered: a
file is missing or invalid.
Windows/system32/ntsvc.ocx exists. Have tried to utilize NT_Service.zip
install from andreavb.com but install fails.
Anyone solved this issue?
