xAP applications require a xAP hub when running on a PC .   It has
been discouraged to allow a xAP application to ever startup and acquire
port 3639 (the xAP port) as this meant all later started xAP
applications, including hubs would be deaf.    Previous Viewer versions
were different in that they implemented an inbuilt xAP hub if they
couldn't find one ,  the disadvantage is that other apps then become
dependant on Viewer remaining running.

It looks like v4 doesn't offer this , and so requires an external hub
(recommend a Windows service) .

I had a quick look through Viewers config menus but couldn't find an
option to enable it as a hub.     Having Viewer with an inbuilt hub
ability was most useful for new xAP users as it helped in diagnosis (one
less thing to have to get installed) and so I think it was a useful
option. But it is a liability too as quitting a Viewer instance
providing hub functionality would cause other applications to become deaf.
