mi4's xAP Ping will detect and advise about absent devices (by a
variety of means).  There's xMonitor too.

I'm sure there was a xAP app that offered access to a variety of Windows
functions including reboot but I can't just remember what it was ..  xAP
is not very secure though for such a vital function.
