Programm sending ONE xAP message

Hi!
I'm wondering if there is a programm just for sending 1 xAP message that
can be running from another programm and just send the argument that I have
added to the commanline.
Like C:\Program Files\xAPsending.exe -motion detected-
That will only send an valid xAP info with argument=motion detected
Is that possible, is there any programm like this?
