As it stands the ocx works fine as a 1.2 application that can also
happily receive 1.3 messages. There are a couple of things to bear in mind:
It sends v12 messages.
It doesm't support messages bodies within heartbeats. It will still
notify the calling app with the heartbeat details, just the body is
ignored however the message will still be sent in full to the xAPRaw event.
If you want to send v13 messages you can use the SendxAPRaw function as
it accepts raw messages, you just need to build your own message.

A new fully v13 is on the way. One nice advantage is as long as the  app
that calls it can configure the full uid the app can be v13 without
modification.
