xAP Speech Installation Instructions?

Are there any installation, configuration, or troubleshooting
instructions for xAP Speech? I'm having no luck getting it to work on
my win2k system. Clicking on the shortcut the installer created results
in the following error: Title: xAP TTSBody: Error in initialisation:
ActiveX component can't create object Shutting down. <OK>
When I install and start the service there are no errors in the event
log; just a message that the service started. I have a hub running and
the xFx xAP Viewer on the same system. The viewer shows heartbeats from
mi4.speech.hostname along with the other nodes. I have configured
MisterHouse (on a different Linux host) to send tts.speak messages. I
see those messages in the viewer but nothing from xAP Speech.
I noticed there was a configuration file, but I can not find any
instructions that describe the file.
Any help would be greatly appreciated,
