Win2K, xAP Speech, ActiveX issue

Have just installed xAP Desktop, xAP Hub, xAP Weather and xAP Speech.
All work well except xAP Speech. Error on startup: ActiveX component
can't create object. Shutting down.
Have not been successful with solving this issue. Anyone know how?
