Well I can't say I've got a handle on exactly what is happening, whether
it's the hv plugin not reading commadns sent to it, the xAP plugin not
sending commands hv expects or HS doing some translation in between.
Below is a rather a sledgehammer fix, but hopefully should work, maybe!

Install the new ocx and go to the xAP settings, Main Tab. In the new box
enter the housecode of the HV or if you want to be specific the
housecodedevicecode of the relay in question. You can add more than one
in a csv list.
