You might want to quickly try starting a non-service based hub to see
if it moans about the port being in use more visually than that error
message in the event log (which I'll see if I can improve upon).

Manually starting the (non-service) Hub before Floorplan would help
confirm your hypothesis about Floorplan and the xAP port.
