Sounds like a routing issue. I have seen some problems mentioned before
with routing from some US based networks to RapidHosters domains , which
I think Framework is on,  - I think James (mi4) had to sort an alternate
mirror to satisfy these users.  .
Strangely I am on NTL (Yorkshire) and it is working fine .  Would you
like me to send you the installer via email or can you source it via  VPN ?
