Yes, it's certainly possible (although unlikely). I have hesitated to
make the cygwin dll available directly in the past because the
licencing terms were ambiguous. Checking the cygwin site today, these
now seem to have been cleaned up, and pose no problem. I will rebuild
all sources against the current version of cygwin and include the dll
in the distribution. Hopefully that will clear things up for anyone
who has had difficulties.
