You should be sending the xAP message to 192.168.0.255 or
255.255.255.255 assuming a standard home network. Could it be that
smalltalk has issues with broadcast messages? You could always try
sending a message to a single ip and see if that works.
If all that fails could you post a copy of the message+ the hex dump of
it and any other info the hub/viewer lists for that packet

One small point was there was a revision to the spec that recomended
that if you can't bind to port 3639 then you should next try an
ephemeral port, ie 49152+.  This is to prevent conflicts with other apps
that may require the low port numbers.
