Forgive me for asking what is probably a silly question, but how are you
getting your TV data into xAPTV?

Can you see program data in xAPTV's own web interface?

On my system this is on  http://192.168.253.113:36000/

Your IP address will be different but the port will be the same

Just a quick follow up,

Found i had to set up Microsoft loop back and make it part of the network.

But still xaptv and desktop not comminicating with each other any ideas?
