I can give a few pointers with xAP weather.

First thing first, if you want to run more than one xAP application on the
=
same pc, you'll need a xAP hub.
There's a multiplatform one at http://patrick.lidstone.net/ha
(site appears=
to be down at the moment) and a windows .NET based one http://www.xapframe=
work.net/modules.php?name=3DDownloads&d_op=3Dviewdownload&cid=3D5
The .net =
GUI is great for starting with.

There's a guide to setting up xAP weather at http://www.mi4.biz/modules.php=
?name=3DContent&pa=3Dshowpage&pid=3D19 If you are using the NASA
data you s=
hould be ok, the BBC side is broken at the moment because they keep
changin=
g their site!
If you need the BBC data, download this file http://www.mi4.biz/downloads/w=
eather18test.zip and unzip it into your xAPweather folder, it'll overwrite
=
the original .exe.
Weather should now work ok. If you are still getting the question mark,
tha=
t may indicate the source is supplying all the information/formatting it
di=
fferently. Try inputing a different location and see if that works. To
chan=
ge locations, delete the weather.ini file in the xAP weather folder and
lau=
nch the application again.

Can't help with the Rio stuff, but the xPL side looks quite advanced. I
bel=
ieve there is some xAP source code/firmware knocking around somewhere, but
=
not sure if it got passed beta stage.
xAP and xPL aren't directly compatable, but xPLhal does include a bridge
be=
tween the two protocols so you should be able to get some interoperabilty.
