Just another thought.

The documentation states that the command-line parameters are :

xap-router <mode> <p2p address> <p2p port> [network
interface] [udp
port] [debug level]

Whilst I found that only

xap-router <mode> <p2p address> <p2p port> [udp port]
[network
interface] [debug level]

Works.
