Not checked, but I -fear- that some of my VB code might barf if there were
NO k/v pairs in a block body...

Specifically, the bit that loops through a xAP message parsing it into a VB
collection object.

I'd rather, for the sake of a few characters, that the k/v pair were left
in.

Also, we MIGHT think of some other tts-specific thing that should be in a
location schema further down the line...
