That's the sound of my head bouncing off my desk.

Yes, whilst my xAP Web Packager correctly puts that .XML file into the
right place, I forgot to adjust the Windows Installer setup project to
include it.

Quick solution: download the Console version. It's definitely in
there.

The Console version also lists the number of filtering rules it has
loaded BTW. Might be useful to know that it's working/loaded things
successfully. I suspect the error handling will be way off initially.
