Hurrah!
All working now.
The problem seems to have been, ahem, that I hadn't rebooted since
adding the cygwin/bin directory to the path. One reboot later, and
everything works fine.
Thanks to all who have helped over the last few days.
Moral of the story - when an installation says "do you want to reboot
now or later", remember that it will need doing :-)
