Updated xAP Weather

Recently the BBC changed the look of their weather website. This broke
the screen scraping component of Weather, which is only used for the BBC
information, the NASA info (ICAO) would have worked fine.

This update fixes the BBC downloads. You will only need to update if
you used the bbc data.
