Yes - I think all regions are now updated to 01030262 but you may want
to still hold off if you intend using HomeKit with 3rd party bulbs..
You can't downgrade firmware. They are standing firm on not (re)enabling
' non HomeKit certified' bulbs via HomeKit.  If you have a firmware
earlier than 1.11 (?)  you have a fortunate 'bug' that didn't disable
these.  Ultimately though new features will probably force you into
upgrading the firmware.
