I'll correct my previous statement, libdvdcss is downloaded from the
videolan website.

Handbreak directly doesn't handle the DVD side of things, as far
as I am aware it uses the VLC libraries to get the movie, IIRC
you have to tell handbrake where VLC is so it can make use of
it. I think some of the older versions could do it directly but
they were challenged and had to take out the DVD libraries. The
workaround was VLC, why that is exempt I don't know :/
