I'll correct my previous statement, libdvdcss is downloaded from the
videolan website.

In linux/BSD based systems there is need to copy a lib across. 
libdvdcss which is downloadable.  I've never used it under
windows
but I believe there is a libdvdcss(.dll?)   I'm not
sure I
installed VLC to get any libraries, they might well have been

Handbreak directly doesn't handle the DVD side of things, as far
as I am aware it uses the VLC libraries to get the movie, IIRC
you have to tell handbrake where VLC is so it can make use of
it. I think some of the older versions could do it directly but
they were challenged and had to take out the DVD libraries. The
