Mmm.. so where does the mains wire run.. surface mounted or is it just
embedded in the "thin rendering".
Could you not just make a wooden step off ring so the ceiling rose actually
sat further away from the ceiling and hence gave more room ?
Another option might be IKEA style fittings that have the "flower
pot" that pushes up the wire pendant flex and simply covers the bare
wires coming from the ceiling. These are very deep so plenty of room to
hide modules I would think.

The issue I have is that the walls and ceiling are all solid concrete under
the thin rendering. This is an apartment block and the walls are load
bearing with re-bar so this means there is no space above the light
fittings
themselves.
I'll have a look at the modules and see if there is space. It might be that
I use them and swap out the existing switch unit for a simple push button
switch panel.

I use Fibaro Z-Wave modules.
The factory default is push-button operation, so you do have to configure
them into bi-stable mode before they will work properly with a regular wall
switch.
I fit them behind the ceiling rose rather than the switch to avoid any
neutral wire issues.
