How to retro fit 2way lighting?

The flat has a small hall then stairs to the flat proper, with a light
in hall and landing. There is a 2gang switch by the front door but only
1gang upstairs.  I'm looking for a cheap solution to get a 2gang switch
upstairs with control of both lights without running more cable (did I
mention that walls, floor and ceiling are super tuff concrete?). Adding
some potential automation will be a bonus.

I looked at lightwaveRF: they don't seem to make a 2gang slave that would
be needed.

Hope someone can offer some advice.
