Yes, this is correct. Having said that, you don't really need the
central unit for the system to work. All that it offers is a means of
monitoring what all the other thermostats are doing and programming them
all remotely. For day-to-day operation you can just adjust the
temperature on the individual rooms stats.

For me the best combination is the USB + FHEM to do monitoring,
centralised reprogramming etc which is the kind of thing you will want
to do, but for the ordinary end users (my wife is just the same!) they
can use the room thermostats. That way the system will work without the
computer, but you can use it when you want to do additional control /
monitoring.

Yes, I think FS20 is a general HA protocol and you can get lots of other
FS20 devices. FHT seems to be a specialised set of devices for heating
control that use the same protocol. I don't know whether repeaters would
work - as you say they would probably only be required for the comms
between the thermostat and the boiler control unit. The boiler control
unit can be used as an intermediate repeater - it can trigger the boiler
by sending a FS20 command to an external relay - so maybe you could put
this at a central point and then use FS20 to switch the boiler remotely.
