The one thing I do when trying to troubleshoot connection issues, is
to
access a remote machne by it's IP address rather than its FQDN. I have a
computer off-site that I can use for this test. If I can get access to
it by using the IP address but struggle or fail when using the FQDN then
this can mean there is a DNS problem somewhere.

I had this exact problem when staying at a hotel in Spain and using
their Wifi connection. I initially put the problem to a bad Wifi or
internet connection but when I got access to my machine via it's IP
address, the connection was good and stable. I ended up using VNC
through an SSH tunnel to my machine in the UK to get anything done.
