It's a nice idea, and as you can see it's great when it works. Sadly it
requires firmware or hardware to do this, so only a few devices support it.

Our blackberries atbwork could connect to a wifi network, they'd tell
orange they were there so to speak then calls and texts were routed over
the broadband. Worked very well with no setup!!
