You'd be surprised how shallow some idle builders would bury utility
cables.
Could it be that these are just scrap lengths of ducting that have been
buried in order to dispose of them?
They look about the right size to be BT Duct100, the 25mm duct used to feed
individual households with telephone cable.
Are there any markings on them?
