They look blue - could be mains water? Where is your water meter? Do any
of the pipes to/from it head off in the direction of these ones? How
about your neighbours' ones?

Could also be electrical though - got one of those buried cable finders?
Mine has a metal detecting mode...

A clamp meter might not necessarily report any current if there is both
live and neutral in there and you're clamping around both.
