I don't know about most HA gear but rack mounted servers are designed
to pull cold air in at the front and expel it at the rear. For optimum
cooling, air comes in through perforated floor tiles in front of the rack
and is extracted in the ceiling at the rear of the rack, with blanking
panels between any gaps in the rack to force as much cold air as possible
through the servers (rather than it all mixing up).

You may be able to do something similar in a smaller HA cabinet by using
some kind of vertical divider to keep the inlet air from short-cutting too
easily to the output fan without flowing over the equipment.
